I (as a singaporean citizen) applied for the Working Holidaymakers Visa in 2007 and received the visa 3 days later. It enabled me to work legally in any occupation in the UK for 1 year and live in the uk for up to 2 years. Prior to this I understood that this same visa allowed for 2 years work and living in the UK.

The objective of the working holiday is to allow young people to live and work in uk for a short period (a holiday period) so your application writeup must reflect the same intention. Working Holiday visa is not for people to stay or work in uk for long term.

Working Holidaymakers Visa was replaced when they replaced the system with the Tier System. It was renamed Tier 5: Youth Mobility.

Sadly it was pulled for Singapore in 2010. "So far, only Australia, Canada, Japan, Monaco and New Zealand (countries listed in Appendix G to the Immigration Rules) have joined the YMS."
